I've not followed the link, but it seems a silly question.
If your luggage does not fit the car, get different luggage.
If you have to carry more, get a bigger car.
When choosing a car, consider what you will carry.
What are they going to do with the results, lobby car manufacturers for bigger luggage spaces?

:idea: put the engine just in front of the driver. and "storage space" in front of that..
so that in a heavy frontal impact the luggage does NOT squish the front seat occupants

Might make some limited visibility junctions a challenge, and bring lots of parking knocks as people misjudge just how long it is.

If you are worried about luggage moving forward in a shunt, fasten the rear seat belts, even across an empty seat. The seat catches may fail, but the belts are designed to keep heavy humans from squashing the front occupants.
