Most manufacturers didn't bother with cars that small back then so there are only a few. Even once small cars made it onto the market, very few were as small as the Panda. The result is that the Panda tended to compete against these bigger cars as well as those the same size. Can't say for definate what all the comptetitors were but here's the main ones I know of:

Ford Fiesta Mk1
Peugeot 104
Seat Marbella
Talbot Samba

marbella was a terrible car - fragile, unreliable and flimsy to the max - they make a panda seem like a range rover in terms of build, mechanics and safety. yukky yuk yuk
