DRL's are actually more dangerous than not having them.
Why?
They give a false sense of security. I've seen lots of people driving in low visibility conditions with DRL's, which are of course automatic. The drivers think that other drivers can see them better than with no lights at all and that's where the problem is. There are no DRL's on the BACK of the car so people coming up behind you will find you just as hard to see as before.
Think of driving in heavy rain and kicking up a good spray at the back. That can make your car mostly invisible to those behind. As the driver thinks he's being seen, he won't turn on the rear fog lamp which would also mean turning on at least the parking lamps/sidelamps thus negating the DRL's.
