you don't use the steering whell to change the time (well not in my 2007 1.4 T120 Dynamic).

In the central part of the dash are 3 buttons with the central one called mode, and the others pointing up and down - these buttons are normally used to adjust the headlights - use them

Here are the instructions from the handbook:

Set time (Setting the clock)
This function enables to set the clock
through two sub-menus: “Time” and
“Mode”.
Proceed as follows:
– briefly press button MODE, the display
will show the two submenus “Time” and
“Mode”;
– press up or down button to scroll the two
submenus;
– select the required submenu and then
press briefly MODE;
– if selecting “Time”: briefly press button
MODE, “hours” will flash on the display;
– press button up or down for setting;
– press button MODE, “minutes” will
flash on the display;
– press button up or down for setting.
