just undo the panel to right of steering (2 x plastic screws) and look in there (to the left) to see if motor/ecu is there.

Steering is very light yes, not having driven a Punto before and coming from an Astra its certainly very light, I'll pop that cover off today and have a look.

Right, forgive my non car techy speak 
I took off the panel right side near the wheel and inside next to the fusebox I saw a metal cylinder horizontally placed about 3 inch diameter, and further in mounted almost flat was what looked a bit like a computer hard drive (best way to describe it )
Is this what I am looking for?

Right, for anyone interested my replacement switch panel from ebay came this morning and it did indeed only take me 5 minutes to fit, now I can switch the city steering on and off correctly, havent driven it yet (have a traspped nerve in shoulder that doesn't like gear change movements) but steering definately changes with and without it on, in fact its quite a difference!
Thanks for all the help from Fiat folks here, I'll be sure to stick around
ps just another quick one, the previous and only owner has fitted a JVC head unit and surround but the rear speakers do not work (checked with fader) had the unit out but cannot see a problem, any ideas or should I stick this in the ICE section?

See wasn't that bad afterall
. Are speakers actually there, if so possible voice coils gone (check resistance, 4ohms)
