Fiat Scudo Comfort 90 M-Jet (New Shape) 1.6 jtd engine

My van had the EGR valve replaced a few months ago and since then has not moved very much. I want to sell it so have taken it out for a drive. The engine starts fine and sounds OK but will not rev above approx 2200RPM.

Would check the air filter but can't find it, is this a fuel pump or Turbo issue. Are there any simple checks that I can do to narrow down the possibilities?

I have not been able to find a workshop manual for this van anywhere??

The EGR might be stuck open. You can black it off with a sheets of thin alloy to see if the problem goes away. I would guess its a turbo issue but whether its under or over boosting is hard to say. It really needs the ECU codes examining.
