'Statutory Instrument'
Statutory Instruments are known as secondary or subordinate legislation. They normally consist of an order, regulations, rules or a scheme and are made under powers conferred by primary legislation (an enabling Act.) Subordinate legislation makes detailed provisions, which supplement the enabling Act. Subordinate legislation is also used when frequent or speedy changes in the law are required.

'Consultation Paper'
Consultations papers are an opportunity for stakeholders and the wider public to contribute on potential new bills proposed by the government.
 
Well I knew that stuff from my law module but just pulled up the statutory instrument definition on google.
 
and I doubt you could use a consultation paper in a court of law unless it's formed an act or SI.
