The cost-saving ideas are good. Don't touch any signs, just tell everyone they mean kph instead of mph. However there are some serious issues with a 40mph motorway limit.
First, at almost half the speed of original travel, there will, at busier times, be yet more congestion, as almost twice the cars are occupying the road. Second, dawdling along at 40mph, people are gonna get so bored, fall asleep, play with toys and likely have a crash due to their attention being diverted.
Then there's other factors regarding pollution etc as at 40mph some motorway mile munchers will be labouring in top gear, using more fuel in the process. Selecting a lower gear means less economy and more pollution. Also at the new speed engines will be running almost twice as long anyway, which sure as hell won't be healthy.
I love the way MPs can come up with such bold ideas without, it seems, running them past any real people. *Shrugs* It can't be long before these ridiculous ideas are binned or completely ridiculed. The sooner the better I think.
