has the law regarding traffic wardens changed?

i was about to be done today nipping into my folks for a stapler when i spotted him taking an interest in my car so i dashed out and i ignored him and jumped in and drove off (was on dbl yellows)

i parked legally on private land and walked back up to my folks. He approached me and said not to worry as he wasnt going to issue a ticket but wanted to warn me.

He then went on to contradict himself and said that the time on his device to issue the ticket had expired (he had to wait a set amount of time before issuing it) prior to me walking towards him so he couldnt give me a ticket anymore.

He said that me driving off to avoid a ticket was illegal, and they could still issue the ticket without giving it me or placing it on the car.

The warden was a council warden (actually previously council warden now taken over by a third party company contracting back to the council).

so has there been a change to the law?

Is it illegal to leg it to prevent a ticket being issued? if so, what do they do you for?

Can traffic wardens still enforce a ticket if they dont give it to you/place it on vehicle?

Well I guess as they'll have your reg plate they'll just mail it to you if you drive off along with photographic proof of what you were doing.

That and just because you've moved the car doesn't mean you didn't commit the offence to begin with, there might be a case if you were over time on parking by a small amount and return to find the warden looking at your car and say sorry i'm going now, but double yellows are always double yellows you parked on them in the knowledge you were parking illegally so why should you be let off because you moved it when you saw a traffic warden? Are you let off with other driving offences if you flee?

THE PHANTOM TICKET
When Peter Cook popped into his local butchers to buy sausages, he left his car on double yellow lines for a few minutes. He came back to find a parking attendant starting to issue a ticket.
"We had a brief exchange and she was trying to hold me in a conversation. I got in my car and drove off," he said.
Weeks later he received a letter demanding £60 for the transgression on Chaucer Road, Gillingham.
Mr Cook, 52, a business consultant and author, told Medway council he had never received an initial ticket giving him the chance to pay at the discount rate of £30.
The council replied with a statement from the parking attendant: "Ticket handed to driver at 10.53am".
