Dave, it looks to me like (assuming it's nothing crazy like everybody seems to guess) a way of heating/cooling the contents of the main "outer" layer?
 
I also wondered if it was possibly for separating one thing from another. It just seems that the chambers are probably used for something rather just a design statement, so they may allow whatever you are trying to extract to collect.
 
My missus next two suggestions. It's a teapot or a watering can. Again we are assuming with the teapot idea that the flavour can escape through facilitated diffusion, but it avoids the tea leaves getting into the tea.

no its like one bottle inside the other the 2 sealed seperate, an stop using stoogy words like facilitated :D
 
Dave, we use something called a Leibig Condenser:

This could be this but without a flow through?

I thought distilling/fermentation but know nothing about either in that sense.
