I also wondered if it was possibly for separating one thing from another. It just seems that the chambers are probably used for something rather just a design statement, so they may allow whatever you are trying to extract to collect.
Sorry, both of my previous comment were assuming that things could between the inner and outer chamber, through osmosis or whatever. My missus thinks it's an obscure egg timer.
My missus next two suggestions. It's a teapot or a watering can. Again we are assuming with the teapot idea that the flavour can escape through facilitated diffusion, but it avoids the tea leaves getting into the tea.
Don't forget these are my missus ideas. I realise either would have a handle.
