Is a refusal to quote the same thing as refusing to insure?

My son was involved in an LVI last year. The damage was just a paint scrape to the TP car but they have put in for whiplash and soft tissue damage (happened at less than 5 mph as was in standing traffic).

His insurance is due up this month and his current provider have sent a letter saying that they are refusing to quote this time. On the comparison sites, where it says declined/refused insurance, do I have to tick yes? Have done a few website quotes that have come up with cannot quote at this time.

I think that box is for if you have had insurance canceled.... like if you failed to make a payment or if caught "fronting"
