Just bought a 2002 fiat punto, what ice would you suggest, ideally a HU with AUX ,6x9's in parcel shelf, amp (if ness) and decent sub. low budget around £250, also how would i wire all this up.

Ditch the 6x9s and invest the money you would waste on those on getting better HU and sub and amp. There is plenty of guides on here about wiring up sub and amp so search through those and your questions should be answered.
Yeah i would have a look through some of the other threads there is quite a bit of info on this forum covering your question.
I am doubtfull that you will get anything decent if you only want to spend £250 on absolutely everything.
