Technical Heater control issues

Hi all

Newbie. I have searched a read many artices on this, but none seem to fit perfectly. So excuse me.

My daughters 07 Punto has a heater issue. The control only goes a third of the way round, so she cant turn it to full hot. I have had a look under the steering wheel side, and can see the cable and the pullys. They seem to be aligned correctly, but it seems to get stuck part to way. Seems like something inside is stopping it going all the way.

Any ideas???

try disconnect the bowden cable and move the flap manually, what happens ?
