If the actuator was sticking, or if the spring was bad or, if the solenoid was sticking it could very well cause low boost.
My money is on cracked components, diverter valves are also known to fail and leak in the T-Jet engines but don't worry about actuators and diverters until you've checked for cracks.

My manifold was exactly as linked by Aurick and the turbo was worse, I'll try to remember to get a picture next time I'm in the garage.

Have a look at the curves... boost climbs to 2.6 bars (absolute) and then suddently cuts-off; I can't see any "stuck actuator/solenoid or bad spring" here ...

Do the very easy "hose off test", if not convincing You can still chase for cracks later...
