My passenger side low beam is not working, but the high beam is.
I've changed the bulb, and switched the 10 AMP (38&39) fuses for left and right over and the driver side light still functions as normal, so can rule out bulb and fuses.

What would be the next thing to check, or does anyone know how much it would costs to get fixed in a garage

With "(38&39)" do you mean F38 and F39? In my car the fuses of the low beams are F14 and F15.

Anyway if at the end of the fuse you've +12V and the bulb is good, it can be the cable or a bad connection. A voltmeter can help you to find when +12V are gone.
