If it is offering the new tax from beginning of Feb, that suggests your old tax ran out end Jan. Might be worth checking.
If it has been on SORN, you need to tax it on the last day of Feb, or it will automatically set to beginning of the month you apply in.
 
I think it is asking you to tax it from Feb 1st as under the new system tax is not transferable when a car is sold. I.e. your car may be taxed now but since you didn't tax it yourself the tax doesn't count (I think dealers can still tax for you though). I think that's how it works anyway.

There's the answer. You may have a tax disc, but the tax was automatically cancelled at date of sale. You are currently running an untaxed car, so need to tax it from beginning of Feb. If you don't, DVLA may just automatically issue a fine, £100 I think, as not taxed and not declared SORN.

This is the deep pit that DVLA have created with the new system. Will get slightly better as all the old tax discs disappear.

When did you buy the car, the transferring of VED rule only came out for cars sold after 1st of October last year.
