Tried balancing and also interchanging the tires. Can this be the issue with damper, spring or with any other parts?

To add to the pain the wheel alignment has gone bad again. Thrice the wheel was aligned and the ride is the same. Now am seriously concerned about the issue. Is it a manufacturing defect? Is there any known problem with the suspension or any other parts?
