It appears to be dead and buried
I have my starting file, it doesn't have all the cars on cos it was discountinued in april but has all cars till then.
Further investigation reveals it was put a stop to by m$ due to its author asking for payment for it and advertising on the FM4 forums.
Can't upload it as an attachment here as its an excel document

Make sure your not already in a group and search for F147. Go to the online section, then my profile, then clubs. should be in there or Next time I go on Ill add you, whats your GT?
