Roof Stud Removal

Hi, I'm going to be fitting some roof rails at the weekend and need to remove the white plastic plugs.

One of them has already been snapped and I've tried turning one of the others and it feels like its going to shear off as well.

I understand these are M6 thread so intend the run a tap into the one thats snapped.

Any suggestions as to the best way of getting the white plugs out without snapping them so I can fix the roof rails?
