clutch pedal stays down.
Handbrake goes vertical.

Brake liquid seems a bit down but not too much.
What should I look first?

1) Check the brake oil level, sounds like your clutch slave cylinder leaks - look under the battery tray also. Look here http://www.fiatboo.co.uk/fix-a-bravo.htm#transmission

2) Adjust the hand brake using a 13mm spanner under the handbrake lever, turn it clockwise to tighten it

3) read the first one

nice document !

it helped a lot to remove the battery tray but i found one strange thing :

MY CLUTCH HAS A CABLE!!
and the cable is broken
