if its just the centre bit here goes:
remove from dash then remove everything from it
using warm water flat gently with 400 wet n dry then dry off then use a plastic primer(prefrebly clear) give it 4 -5 coats leaving 10 mins between each coat then once that has dryed (1hr) flat again in same process as before gently then dry it carefully , then use a filler primer to prime it (3-4 coats) leaving 10 - 15 mins between each coat leave to dy (2 hours) then depending on colour (metalic 800grit, flat 600 grit) wet down and flat with the necersery grit wet n dry gently, then paint the thing giving 6 -7 coats leaving 10 - 15 mins between each coat, once that is done leave for maybe 30 -40 mins then give a gentle flat with 1200 wet n dry in warm water, then leave over night , then flat it down in warm water with 1400 wet n dry (very gently) now once that is done get some rubbing compound and rub it up to a shine then polish and wipe .
word of caution though do not try and get it on in one coat as it will run and if its not completly clean it will react and look like ****.
