I dont think if this fails it will cause flatspots...
The fuel pressure regulator has a diaphragm inside that maintains a constant pressure regardless of the rate of flow...If this has gone, i think it would cause more than flatspots...

Correct Daz. It keeps a constant fuel pressure at the injectors relative to the manifold pressure no matter what the load on the engine.
