On a 54 plate 1.3 miltijet doblo where is the glow plug heater relay? I have been advised on the bulkhead but cannot see it..i can though see what looks similer on the passenger side chassis leg under the battery tray?

Also how long roughly should the glow plug light come on for first thing in the morning...and if the relay was faulty how can i test it..i have an issue with it will start ok but if left idling it starts smoking and as if on three cylinders..you drive it and it runs fine and once a little heat in her she doesnt do it again untill next cold start.

Sounds more like one or more weak glow plug(s) - had similar problems with a Panda. All glow plugs tested OK but changed them out and all was well again.
Got a set of 4 Bosch ones cheap so didn't mess around trying one at a time, but I suspect only one was actually knackered.

I fitted Bosch ones...definatly seems to be a cold start issue..it starts fine but the revs rise a little then go back to normal it then starts to miss then smokes as if one cylinder has an issue..drive it stop at next junction and its fine.

As far as I understand, the glow plugs operate as expected at cold start, then, once running, get switched on as and when needed to maintain clean combustion.
If the relay goes faulty I think the ECU can detect a problem and throws a fault code. Similarly, a totally failed glow plug or glow plug wire would also throw a fault code (I think the glow plug light then flashes for a while)
Do you have any fault codes or flashing glow plug light?
I am assuming that the Doblo behaves the same as a Panda 1.3 multijet, but that is an assumption, not direct knowledge.

The glow plug light was flashing..i have multiecuscan and that put 1-error up saying basically glow plugs so changed them...i did notice on number 3 cable part of the outer black plastic sheath had worn away with i assume the air filter housing rubbing on it and bare wire was showing...As a temporary fix i covered the area in black tape..will or could this be an issue? At presant i have no warning lights on the dash.

I'm going to do some voltage test's on each glow plug making sure each plugs getting 11-12v and the relay is operating as it is should...The glow plug light never stays on for long in a morning..it does though once warm very briefly show when restarting so assume it's dectecting it doesn't need them on for long.

Only other concern is after 5-10seconds it acts like it has a choke and the revs increase for a few seconds then they go back to normal, At no point do i touch the throttel...i'll take each plug out and test them with a set of jump leads and see how if they glow as they should then failing that god knows...normal running though i'm geting 46-50 plus mpg so don't think it's running too bad for what it is.

I have an update...Been doing some digging about and voltage tests...scanned the ecu and 2 errors were showing

One says air flow meter signal too high P0110

Other issue is P0683 glow plug heater relay no signal...I can hear and feel the relay click on it's very loud....after about 15seconds it clicks off at this point the engine note changes and it runs rough then emitting smoke which i assume will be unburnt diesel...

If i was to drive straight from cold and not leave idling it then warms up and idles fine so based on this would you assume the relays faulty and air flow meter faulty.

I can confirm van finally fixed..new air flow meter and goes like a different van.
