I cant find a catalytic converter for a 1.2 anywhere. I was thinking of fitting a punto 1.2 converter cobbled to fit. However cats and carbs have told me that the doblo will fail the mot as each converter is tuned to each model. Is this rubbish or fact?
 
Doubtful that each is tuned to a specific vehicle. Just that the housing size and shape is probably unique to each model. The contents are likely to be the same across a wide range.

With no details of age/model of your Doblo, I can't be specific, but the earliest model had a catalyst unique to Doblo. Actual differences between that and the equivalent Punto would need a visual inspection.

It is a 2004 Doblo, due to excessive engine movement, the downpipe has snapped of at the cat and also at the plate holding it to the gearbox. Would a Punto cat fit the engine block as I could use a flexi pipe to cobble something together.

As little changed on the 1.2 engine, I would expect a Punto, or any other 1.2 model catalyst to physically fit onto the head. The difference will be in the angle and depth to the bend, and then the length of the pipe before it attaches to the intermediate pipe. It is doubtful that anyone knows that answer.

There is strict legislation about replacement catalysts having to meet type approval, so Cats & Carbs are frightened of giving any advice that may get them into trouble. However, any used catalyst, as long as it was a type approved one will be fine, so sourcing one from a scrapyard would be a good option.

If the main body of the cat is OK, you could try any local exhaust specialist, especially one that makes stainless or bespoke exhausts, as they can probably just repair yours.

A Punto one may need some modification, again you'd need a specialist as above.
