Don't know if you've fixed this yet. You could check the turbo actuator valve. They usually have a diaphragm in them that can perish. If you remove the rubber small rubber pipe and suck, you'll find out. If you find it hard then the diaphragm is ok. If it's easy, it's knackered. Also check that there are no sized parts.
