I have a 56 plate 1.3 multijet with the same problem. I noticed it very early in its life but did nothing about it as all I had to do was flip back to dipped and all was well. It has happened a couple of times recently which is the reason I am looking on the forum. Had the MPV since new and now 6 years old. The daylight flashing of headlamps by pulling on the stick no longer works at all. MOT is due! Looks like a visit to Maplin for some contact cleaner may be a starting point. Nobody has mentioned relays much so assume these are not the cause of the problem.
 
I bought a can of electrical contact cleaning spray from Halfords this morning. Pull the stalk boot back and 3 or 4 sprays towards the switch base. Job done. Headlamps flashing again. It's difficult to believe that the 'repair' can be so simple
 
Had these symptoms for the first time yesterday going to work in the dark - main and dipped beam worked fine, but headlamp flash didn't work, no blue dash light.

Logged in here at work, read this thread, and last night gave the steering stalk switch a five second squirt of contact cleaner pointing upwards behind the flexible cover where the stalk joins the column. I used Halfords Electrical Contact cleaner as I already had a can.

Bingo!! Flasher now works fine.
