Most probably ok. They are OEM licences though and are supposed to ship with a pc. The both say comes with dell pc. I doubt if it does though. I see one says arrange collection. Can you imagine he has over 400 Dell pc's sitting in his lounge?

I'd be wary though that they are tailored for the Dell machines in some way or another?

Dodgy as! I imagine they'll work fine, just like buying a copy of a film will work fine.....

I am sure that selling these is ilegal and very much not within Microsoft's or Dells T&C's.

The software is likely legit
I had Dell XP discs before that were the same
Worst it did was put Dell on the Computer info section
 
The software listed above are legit (technically) to purchase.

They are the recovery media sent by the OEM (Acer/Dell/HP) with a new computer/laptop and must not be sold separately (unless purchased from the OEM ofc).

If you purchase one most likely you'll receive the discs and a peeled COA label from the computer it was purchased with.

The reason they are legit is because they are selling the computer and the recovery media, they just state that you arrange to collect it.

You cannot legitimately use these licenses on other computers except for what they are sold with.

I never ever buy software on eBay as you never know what you're going to get and whether it will be legit.

If it is a NEW BUILD computer you must buy an OEM license, like this:

If it is a USED pc that doesn't have a current license you must buy a retail license like this:

If it is a USED pc which you are upgrading from an older version of Windows (XP/Vista) then you must buy an upgrade license like this:

Is this a correct assumption?

If you've got a Win7 PC that was preinstalled, with a legit licence, this software will allow you to make a clean reinstall, onto a new HDD if necessary. You can use your original licence, as it is still your original machine. Ignore the licence that is supplied with the new software.

No.

That software is (or should be) recovery media used for recovering the system (in case of new hdd etc) back to factory settings with all the Dell crap that comes with them.

If you give me 5 mins ill post a legit link to a windows 7 DVD ISO which you can legitimately use.
