Have you tried it on a different power circuit ?

You might be lucky, and it's just a fubarred power socket.

On the 'ick' scale it goes as follows:
1) power lead fuse
2) power lead
3) power supply
4) motherboard
5) cpu

fingers crossed it's #1

If it was turned off but plugged in, I would say it's taken the poweer supply personally as there is still an active but small current running through it, but depending on the surge, it could of taken the motherboard with it and maybe a few other things...
 
Suppose it depends if the lightning hit the pc from power cord or modem/network.

Computer PSU might have been blown, good PSU's have good protection and will save the motherboard and other parts cheapy ones kill everything.

Network cards and modems get zapped easily.

If the computer is coming on for a split second then cutting out, pull the modem/network card out and try it.
 
Depends, I know Optiplex has a funny one. If it's an Inspirion, I think they have a standard one.
