I am looking at buying a seicento sporting and spotted this rust appearing on what might be the rear subframe (picture attached, all be it poor quality) can any cento experts tell me if it can be welded?

That is the chassis rail, part of the body.
If it's that bad, it will likely need quite a bit of welding. It could just be that the underseal had failed at that point only and it may not be too bad elsewhere, but it is a risk.

It can get very expensive to start fixing rust

That looks like the exhaust/bumper hanger bracket to me.

The subframe is basically an "H" shape... The bar of the "H" is a big tubular beam that runs across the car (transversely). The uprights of the H are flat metal pressings which are welded to the beam/tube.

Subframes rust on the top of the pressings, where they touch the painted car body/chassis rails. The rails rust in sympathy. (see attachs')

You can weld anything at the end of the day... and I'd say most subframes are repairable.. but you have to take them out of the car, so labour becomes a bit of an issue.

The back-on-topic bumper brackets are no longer available in the UK but they are essentially a flat piece of metal with a couple of bent over corners... so presumably not impossible to make replacements for. But before I go metalworking, I'm trying to locate the OE parts still (Italia or Polska)... since there may be some out there somewhere...
