Are you releasing any tension by moving the wheel a little?
If key and lock are well worn, make sure the tension is off, and might need a little wriggling and jiggling.
If that is unsuccessful, the whole lock needs removing. Column cowl off, then drill off the bolt heads. The lock is held on with 'shear bolts'. As they are tightened, the heads shear off, making removal difficult, to deter thieves.
With the lock off, you may be able to dismantle it and make a repair. If the lock needs replacing, this gets difficult, as the vehicle computers will not accept the 'new' key, unless programmed, so then needs taking to a dealer. Difficult when it won't start.
A complete losck and ECU set from a donor car is a popular remedy, but needs to be from a similar car. One from an earlier Spi, or a lesser model without electric windows might not be able to work.
