Basically I have a 1.1 mpi Sei sporting.

I love it to bits but I would like better performance.
I already have a K&N air filter but it doesn't seem to do much.
So I was wondering what else I could do without swapping the engine (insurance would kill me)?

I've seen the punto cam going on some sei's (I have no idea what a cam does - I'm a real engine newbie).

So if you have any experience and/or ideas please let me know and chances are I'll need some help :p

Start by giving her the service of its life, oil, filters, plugs, leads engine flush etc. The K&N filters are crap, they suck hot air in from the engine and kill performance, either get a proper induction system or a pannel filter.
Make sure trye pressues are right and no brakes binding.
The cam controlls the opening and closing of the valves, the Punto 75 (or the 866 cam as its known) changes the time the valves open and/or the ammount of time there open. (not 100% myself TBH). after that, a decent exhaust setup will help a bit. you can put a punto 6 speed gear box on them, I've got one and its made no diffrence to the top end speed, but it does pick up a bit quicker. after that you move onto the serious mods, turbo, megasquuirt ecu, new engine etc...
but whatever you do to it, your going to have some bum fun from your insurance anyway.
 
I'm guessing when you say K&N you mean the filter that sits on top of the throttlebody?

If so then you have killed any performance the car has. Same as I mentioned to the other guy, pannel filters are the way to go unless your willing to spend the money getting the ECU remapped.

Either way if you want performance that is where I would start. Main thing though is to check with your insurance what you can or can't do. You will be suprised what you can't do with some.

As for easy performance mods, in adition to the 866 cam:
- bigger throttlebody, lets you engine breathe easier, can also be found on the punto 75 engine (like the 866 cam)
- chip it
- get a decent airfilter with a cold air intake

dont expect huge gains, but a 866/TB/chip combo along with a good airfilter (with cold air intake), should get you around 10-15 horsepower extra. Then consider upgrading the cars handling/suspension. My moto is, any speed not lost by braking into a corner, doesnt need to be regained.

I've got a cinq coming tomorrow, and for now my plans are pretty much the above in engine work (first have to fix the HG though), lowering springs, strut-bridge and shedding some serious weight.
 
The MPI engines will almost certainly need a remap if you pop a P75 cam in them -- the ECU is much, much, fussier than the SPI unit (emissions) and will pop a hissy fit if too much has been changed.

Didnt know that (not to interested in MPI engines right now), are there one-size-fits-all chips for this, or do you need a full rolling road custom remap for this?

doesn't the mpi sei have a 3 bolt throttle body, i fitted a 3 bolt TB on my sei's P75 and had a piece made to adapt it, it's made quite a differance
 
I have 1.1 Mpi with 866 CAM, Induction, Flowed High comp head, Supersprint maniifold, 200 cell under car CAT with peco system.

Goes like stink when conditions are right but on average is pretty quick to quick. The ecu is the problem like any other. No known maps available for the MF59 ECU'S.

Mf59 M1 for seicento, Same as the punto micro ECU but with problematic microcontroller. I tried an unlocked M3 version punto one but not so good for top end power.
When it comes to power and cost, then a bigger engine with matched ecu wins.
