General My 1st problem - nut rubbing!

Hello!

I recently purchased a Sei Abarth and have managed to rack up my first problem. To ease explanation see the pic below!

The nut marked with the yellow arrow is rubbing against the metal wheel behind it. I believe that there is a plastic piece (that you can see drooping below the area) which I think it has snapped and was once attached to the wheel arch liner. What I am mainly asking is do I need to replace the whole wheel arch liner to stop the rubbing, if so what part I need and an idea of the price. And if I dont need to replace it ideas of sorting this problem.

Cut the arch liner away if its annoying you. If not, leave well alone.

Seems an odd set up to have a nut and bolt sticking through so that it could/can hit the running parts!

I wasn't sure what the bolt was there for but if it's not needed I might just cut it out.

The bolt is there to hold the bottom part of that cover in place. If the bottom cover is missing or broken, you could replace it, or not bother and remove the bit of arch liner to clear the pulley.
