Fiat Palio 1.2 8 valve fuel injection timing

South African greetings to all

I am batteling to set the above mentioned vehicle's timing this is what I have done:
See the picture below

1) I set the no: 1 piston to TDC
2) I set the camshaft to 10 o clock marking as described in picture

The vehicle still doesnt want to start

Is there anybody who can PLEASE give me other advice.
Will be much appreciated
