Got in my car yesterday, everything fine, got in this morning, seat belt kept locking when i was pulling it out, got in later and it wouldnt come out at all, what would be wrong? Need to fix it today so i can go to college.

Nope, since i got out of it yesterday and in it today it hasnt been touched at all.
There is a little ball that slides forward under braking and locks the belt.
Gently push the belt back in and gradually pull it back out to reset the ball.

Just had a quick go, and its not moving at all, or very very little, in any direction, ill have another go after dinner though.
Have you checked (tho I'm sure you have) to make sure the belt strap is not tangled/caught at the bottom ? I've done that myself before 
only to realise that the belt did not retract fully back and assumed that it did which then leads to the my seatbelt is jammed theory lol. Also how old is the car? the only other thing I can think of is that the winder on yours is losing tension or you need to replace it with a new one ? You could buy second-hand but why risk your safety? Lastly try gradually pulling it out a bit and releasing the belt to test the re-tension is it winding back? Then if possible try pulling the belt strap out SLOWLY to it's full length and see if it retracts as it's possible the belt could have tangled back on itself during a previous retraction as that too has happened to me a long while back...

As you look at the belt it looks completely normal. Its 9 years old. Its not winding back because i cant pull it out at all, but it did wind back this morning.
Unbolt the mechanism, clean out all the old fluff and sweets and stuff, and apply a smal quantity of light oil or WD40. Do not get it anywhere on the belt itself, just the roller mechanism.

Took it into the garage this morning, not just this that needs doing, theres a little list going on with things that need doing. They are gonna get a new one.

Quite a way from Portsmouth. The garage phoned earlier saying everything is done and ready to pick up but we were out so picking it up tomorrow morning.
