Yeah it'll make a deeper noise when you put your foot down. It'll probably cost you more money in fuel as you'll put your foot down more to hear the noise. Performance wise, I would say it'll not be noticable unless its a fully enclosed or forced induction kit.
 
If you just want your car to sound as if it is going fast then yes.

If you want your car to really go faster then you need to work out how to get more fuel/air in, burn it better and get it out the other side more efficiently you have do deal with it as a whole not just bits.

If you want a quick fix then a performance chip (if they are available for your engine) should release some of the reserve power. Manufacturers tend to err on the side of caution with getting power out of their stock engines as pushing too hard for power usually means more warranty claims which equals money down the drain for them.:)
