bump start it to see if that frees the starter motor, or hit the starter motor with an hammer a few times. if either method works, but then the problme returns later, its time to replace the starter motor solenoid, scrapyard is best place for a replacnment.
you could also have a flat battery, lights and radio can work when battery is so flat it cant turn starter motor. you can check this if you switch the headlights on, if they dim a lot when you try to start it suggests batter yis flat, if they dont dim then it suggests starter motor isnt even trying to engage.
