i've had worse repaired and painted for £75, and i've fixed worse myself for much less. its an easy job fixing plastic bumpers, even when chunks are missing. to save cash fix it yourself then get it painted. the repair and prep work takes time, why pay for someone else's time when you can do it yourself.
personally i would use fibreglass behind the damage and some filler on the front to make it perfect, but you may be able to simply sand the cracks down without using any filler if you do the fibreglass repair properly behind it so the cracks are all flush again. most important part is making the damaged area very solid so there in no movement possible at the cracks. then you can get the surface ready to paint. dont worry its only a bruise, you wont be able to tell it was ever there.
you may be best off getting the black strips colourcoded, if you dont then the crack will be visible, (although only very barely visible) but you cant sand that bump strip down because the surface texture will be different if you do, so on second thought dont get it colourcoded, just live with a tiny crack in the black bit. if you repair it so it lines up perfectly flush it wont be noticable.
