Well this is what im doing when i get a spare set of GT bumpers, you can choose to fibreglass and fller, or just filler. Prep the plastic by roughing it up with 800 then clean with some thinners and apply the fibreglass to add a lttle strength or/then the filler. Sand down going up in grades e.g if theres alot to smooth use 80 grit, then 120, then 800 and 1200 wet and dry. After this fill in the imperfections with stopper filler and sand back to level with the bumper. If you are using standard s/sx bumpers that arent colour coded then you will need to get rid of the injection moulding on the bumpers by smoothing then by again working up e way in the sandpaper department by using 80 right up to 1200. Clean down with thinners then spray with a plastic primer or you'll very quickly find in some cases that the paint will flake off easily.
