I am planning to get a sporting bumper set and fill in the rub strips on them soon. If there are any very very flexible area on the bumpers then you WILL need to strengthen them from behind with probably a mixture of metal fibreglassed in place on the back, but this method can be used on the front also, as you can filler over fibreglass. I am going to remove the rub strips off the side of car when i do this, as it will not look right. Even if the rub strips stick of ruther than the bumper, you can cut into them as they will be hollow, and fibreglass the major gaps the finish them with filler as it will stick to both plastic and fibreglass (if you use metal to fill the gap it will also stick to this obviously)

P.S. filler cracks when its basis of adhesion is shifted or warped (e.g. a low bumper grinding out on a speedhump). or when it is left to collect moisture for along period of time. SO, when you work on filling the strips (if you do) then always remember to primer over them when you are finished working on them and are going to leave them for any period of time over a few hours. you can get resin based fillers which are flexible and will be less prone to cracking
