How good is this stuff and what's the proceudure with it? My side skirts are really dull and stands a mile compared to the rest of the car.

What kind of paint have you got on your car? Metallic, or straight? Paint may be bubbling if you sprayed the skirts and got water trapped in them, or you didn't clean them properly before you sprayed, and water/air is getting underneath the paint.

the thing is how would you tell if it's metallic or not. The painted parts really do look dull though....
