what do you mean "wont take to the primer"?

did the primer have to be flatted down?

and does lots of spots appear when you paint it? if so this could be because your applying it to heavy, start off with a "dust" coat, let that dry, and they put a nice heavy coat on :)

also have you made sure the primer is dry

yeah i made sure the primre was dry, guy at b and q said it might be some sort of reaction but i doubt tha was they are both oil based, primer went on fine just the paint won't do, only way i can describe it is like when you were a kid and you felt tipped onto sellotape it sorta spreads out

yeah that could be either;

your putting it on too heavy for a first coat

or

theres wax/grease/silicone on the primer, you should wipe over it with some degreaser first

sounds like theres a coating on the plastic, like back to black or some form of dash cleaner, thats always a bother when painting that bit. try using a stong cleaner first, to get rid of years of coatings. :)
