Does anyone have any idea why the throttle body on my 98 B Le has coolant hoses going to and from it. After a run the TB is hot, but I thought cold air is better for an engine to provide more oxygen. Has anyone disconnected these and found better mpg or should they be left alone.

Yep he does mean coolant.
Not sure what the reason is but it's probably something to do with the cam cover breather tube. As that is connected to the throttle body, it either cools or heats those fumes for some reason. Just my thoughts.

ok ! i spoted it !!
it hapens i have a spare TB , inspected it and i found out it's just a conveniance conection and suport point / joint , for the hose coolant line that comes from the thermosthat housing passes to that junction and goes under the air intake manifold to the top of the expansion coolant reservoire !!
inspecting the TB it just pass thru it , a simple metalic pipe insert , it does not make sense for cooling anything because the coolant normal operation temperature is higher them the air ... i think !

Could it be helpful in preventing icing in very cold weather?

Indeed. Also better cold weather idling and cleaner burn.

If you think about it the volume of air travelling into the throttle body when the throttle is open is huge and quickly flows past the throttle body so the amount of heat added to the air via the throttle body is actually quite small in real terms. You want power when the throttle is wide open sucking lots of cold air and on idle / small throttle openings you want a smooth and clean idle and burn.
 
I’ve been reading a bit about this now and it seems that heating the TB doesn’t make any difference to fuel consumption but doe help in preventing condensation and ice in cold climates.
On another note, I don’t use the B in icy weather. I can’t open the damn doors. :D
