I have a barchetta from December 1995. Please can someone inform me does it has EURO 3?

According to the Barchetta Lexikon, early barchettas complied with Euro 2 emissions standards (regulation EG 94/12), and since some time in 1997 (the Lexikon is unsure of the exact date) they also complied with the newer, stricter Euro 3 standards.

It does not matter whether or not your barchetta has a third brake light because brake lights are governed by different regulations than engine emissions.

Hi everybody, I'm new of this forum and I'm doing a first tour on it.

The easier and sure way to know if your car is Euro 2 or Euro 3 is see how many lambda probe you have.
Euro 2 has just one lambda probe, before the catalyst.
Euro 3 has two lambda probe, the first before the catalyst, the second after.
A barchetta from dec.95 is surely Euro 2.

If you care to share you chassis number, or you can use the ePER link at the top of this website, then you should be able to locate your vehicle, exact model and type and then if neccessary do a parts lookup to se if you have one or two lambda sensors.
