Logic would state that the cable is not ok. This is because the lever is seized which would create tension on the cable stopping you from pulling the handbrake up.
If you can pull the handbrake it would suggest that one of the cables has snapped or stretched to the point where it is no longer useful.


when i realised the problem, that lever was in the middle position. and the cable wasn't tensioned. i had to use the car lifter to turn the lever in open position which is up.

Using the car jack to reposition the lever could have easily bent it. It might be that the lever is in the same position but the end is bent.

Are the brakes binding?

How worn are the rear brake pads?

i don't have pictures... the pads are ok... and the wheel it's braking. it's just that lever.

Ok that suggests the right brake isn't binding and the lever is stuck in the fully open position.
It also suggests the rear brakes are working with equal efficiency.

You have two choices;

1. Remove the caliper, disassemble and clean then reassemble.

OR

2. Buy a new rear caliper and replace the old one.

Sorry if I sound short, I am finding it difficult to get my head round the problem.
The language barrier is also another hurdle although thank you for putting the effort in. :)

No, your English is good thanks for putting in the effort (y)

Make absolutely sure before you take it to Fiat that the handbrake cable isn't broken.

It's just the lever blocked, not seized, just blocked.

It's difficult to take the braking cylinder out? i have to take the liquid out also?

can't be pulled by the cable and so the hand-brake doesn't work.

I mentioned the other day that the handbrake should not be able to be pulled!

So it is seized! ;)

It is very easy to remove the caliper, you will only lose a little fluid from part of the system. It will need to be bled before driving again.
 
[ok it's seized... what should i do to repair it :)

:p Ok, for me personally I would remove the caliper and place it into a vice, then with penetrating oil and some mole grips I would work the lever back and forth to free it off.
If that didn't work then I would order a new caliper and replace it because if you use it regularly it isn't worth the hassle.
