Given they claim to have changed everything except the ECU and they don't have the ability to fix that (just buy an ECU and key set off ebay) id suggest there is a bigger problem and their description of starts sometimes is more likely to be starts no times.

Given its aged and the fact they are trying to sell it for scrap money, i'd suggest its only worth scrap.
