Indeedy, that's what I thought as well. I will happily provide if asked, it can be checked via the ebay service, and, although sold as seen it woul be within a buyers rights to refuse sale if it wasn't hpi clear.
When I bought it, i did two separate hpi, one showed no issues, one said outstanding finance, but graded it as no risk. The finance outstanding was with fiat, but not tied to the car, or the owner, so there was no issue. I contacted fiat finance and they concured, stating they could issue a letter if needed to that effect. TO be hoest I don't know what it was even mentioned to be honest.
