Just a thought; I've fitted the radiator, cowling and water-pump. The blades of the fan seem to be extremely close to the rubber of the shroud. I don't think they touch but the fan has scope to be slightly better centralised within the cowling.
I remember that the mounting-boss for the fan is an unusual eccentric and where it mounts to the fan has a matching, unequal indentation.
This got me wondering if the reason might be that it allows a small amount of adjustment of the fan location. I'm not taking apart to check and I think it would only fit in one position whe assembling....just checking if anyone knows.
