Is it a diesel?
The starter pinion might be worn... it tends to come to rest in the same place, due to the compression of the engine, so that the initial turning torque always goes through the same few teeth. If one or two of the teeth have become cracked/worn then as they pass over the flywheel, they'll tick.
If the noise comes and goes, then it's not that. It would be there all the time the engine is running.
