no they don't, because it's not a required standard is it. If it was, they'd check for plugs and require a certificate of internal plug repair for each plug.
That’s not why they don’t remove tyres. They don’t remove tyres because removing all 4 tyres (5 if you’ve got a spare! Look at me keeping on topic!) would cause more accidents than it might help to prevent. Then there are also liability issues for rims damaged during removal/fitment of tyres.
An exterior plug might be safe, it might not be. An external plug fitted as per the BS is always going to be better.
