Fan should come on at around 88*C from memory - around 80 should be your normal operating temp. You certainly don't want to ever be seeing 100 in a modern engine.

So if the temperature sensor is working, why isn't the fan turning on?

Could something in the ECU be configured incorrectly?
 
Check the simple things first like as I mentioned earlier is the connection between the relay and ecu ok corroded or snapped wire could easily be the issue ideally you need a wiring diagram for your car a simple led voltage tester applied to the pin on the ecu would indicate if it's sending out the right signal, not an easy task mind , or applied at the fuse box signal wire
